He created this manning template mebbe 5 yrs ago? And although die to organisational changes it's been getting more and more outdated we still can't find anyway to improve it (coz it's so difficult). During my NS tour I had _ more squadrons put under my control, but I had to submit the _ additional squadrons mannualy as I didn't know how to alter the master template. When I ORDed I silently bade my understudy good luck. He's gonna take over even more squadrons than me. And lady luck has really favored him.
